Russian Energy Minister Sergei Shmatko (R) arrives for the organization of Petroleum Exporting Countries (OPEC) meeting, on December 16, 2008 in Oran. Oran will host a key meeting of the oil cartel in Algeria on December 17. The Algerian minister said the 13-member of OPEC had reached a consensus "for a sharp reduction of production," according to the APS news agency.
