In the period 2002-2014, the Algerian authorities set up four major upgrading programs that were carried out in the form of consultancy, expertise and training services, offered to the Algerian economic enterprise, the last one was the national program for the Upgrading of SMEs, that our research focuses on, through the analysis of objectives and results. We have relied on several personal and field interviews with the Agency's cadres, some accredited experts and consultants. We concluded that despite the evolution of this program’s mechanisms and the segment of enterprises benefiting from it, the results achieved remain far from the goals set.
