The international criminal court (ICC) ensure that " the aim of the court is to round off the national judicial systems in the case where the national procedures are unapproachable or ineffective. The statute includes Many chapters consecrating this complementarity measure. This question arroused many debates during the deliberations and discussions of the experts on the international criminal law. Many countries have already adopted the complementarity principle to their national judicial procedures. Further more, the permanent Criterion of the ICC allowed its scope related to international crimes in compliance to " Rome Statute". It was rather a residuel jurisdiction implemented through what it is unanimously known as the complementarity principle However, this principle seems ambiguous as to both its conents and fields of application.
