Governance Of The Algerian Public Procurement - An Empirical Study In The Executive Directions Of Constantine -

The study is an attempt to determine the way of governing public procurement in Algeria. The theoretical part has proved the existence of three major axes for governing public procurement: the conducting of public procurement procedures, the policy of recruitment, and the control. The applied study through a questionnaire has proved that the procuring entities have consecrated transparency, equality, competition, accountability, and other governance principles while applying public procurement procedures. Although, it has been proved that it exists constraints which are the regulatory and legislative constraints, scientific and professional obstacles, and other relevant to control.
