The basic rights of persons, and in the first place political rights and democracy with their various dimensions , have become the focus of international attention by imposing their relevence to the different states of the world, which implies that there is a universal tendency towards the democratization of human rights in international relations, despite the fact that there is a slow pace that is adopted by some states for their concretization and their implementation in the political practice. Additional theoretical aspects presented by human rights organizations have undoubtedly contributed to the appearance of new contents ,that could develop in the future to the level of humanization of international relations extending from the respect of human rights to an epistemological construct of these relations in the context of globalization in its multiple dimensions.
